Through the BESS Consortium, these first-mover countries are part of a collaborative effort to secure 5 gigawatts (GW) of BESS commitments by the end of 2024. In order to achieve the estimated 400 GW of renewable energy needed to alleviate energy poverty by 2030 and save a gigaton of CO2, 90 GW of storage capacity must be developed.

The BESS Consortium — a multi-stakeholder partnership of LMICs in Africa, Asia, Latin America and the Caribbean and partners providing funding and technical expertise — is working to expand BESS capacity in LMICs by providing countries with financial, technical, and regulatory support to implement BESS projects.
In addition to securing 5 GW of BESS commitments in LMICs and deploying $1 billion in concessional finance, the Consortium will accelerate project deployment, work to improve the regulatory environment, build a favorable market for
As a multi-stakeholder partnership, the BESS consortium can bring the benefits of energy storage to low and middle-income countries. The consortium also pledged to mobilise $1bn in concessional finance, expedite project deployment, enhance the regulatory environment, build a market for BESS and open up commercial and public financing.

December 6, 2023: More than 10 countries have joined a new BESS Consortium as first mover nations pledging to expand deployment of battery storage systems alongside renewable energy projects.

The BESS Consortium is a multi-stakeholder partnership set up to ensure these BESS benefits transform energy systems across low- and middle-income countries (LMICs). The Consortium is on track to meet its target of securing 5 GW of BESS commitments by the end of 2024 and deploying these by the end of 2027.
As opposed to a project start in 2021 (see Figure 21) the energy storage capacity of the BESS can be increased by another 25%. With 2025 forecasted Li-ion prices, a further reduction in LCOE is achieved by offsetting diesel consumption and capitalising on cheaper batteries.
The model makes the conservative assumption that this energy is curtailed (similar to PV and wind energy exceeding demand/required dispatch), though in practice part of this energy can be charged to the BESS, or the BESS discharge for that hour can be reduced to use the excess thermal output.
ADB is implementing BESS projects across Asia and the Pacific, from small-scale projects in the Maldives, Philippines, and Pacific Islands, to large-scale projects in Cambodia, Thailand, and Mongolia.
These include an 80 MW / 320 MWh BESS by Eskom in South Africa that is under tender , and the inclusion of BESS in some of the bids to Eskom’s Risk Mitigation IPP Procurement Programme. The World Bank is also targeting the deployment of further BESS in South Africa, as well as in the West African Power Pool.
