The report by Berntsen et al (2005) estimates the value of ancillary services in the Nordic market. Statnett uses a planning requirement of 2500 MW/Hz. However, the assumption of 6% static corresponding to a frequency response of 4000 MW/Hz is more realistic in Norway's power system.
Finland The Finnish Electricity Market Act governs network operations, including system responsibility provisions. Payments for ancillary services are determined by private contracts based on cost recovery. Cost recovery is based on capital costs and “wear and tear” costs from customers via system tariffs.
