Brunei and the United Arab Emirates (UAE), two oil-rich nations, use oil and gas as a key source of energy and heavily rely on it for their economies. Their energy roadmaps, however, have also been affected by the global energy shift toward more sustainable energy generation. According to its Wawasan 2035, Brunei wants to deploy up to 10% more renewable energy by the year 2035, while the UAE wants to reach 50% of its energy mix from renewable sources by the year 2050.
Hengyi Industries Sdn Bhd has launched Project SINAR, a multi-stage initiative to install solar photovoltaic panels across its Pulau Muara Besar (PMB) refinery complex. The project aims to generate up to 476 MWp of clean energy, significantly contributing to Brunei''s renewable energy goals and carbon emission reduction targets.
Brunei is targeting 30% renewable energy in total power generation mix by 2035, with 200 MWp of solar energy by 2025. The launch event also saw the release of Hengyi''s 2023 ESG Report, which highlights their

The project aligns with Brunei''s renewable energy goals, targeting a 30 per cent share of renewables and at least 200 MWp solar capacity by 2025. Additionally, Project SINAR supports the Brunei Climate Change Secretariat''s efforts to increase renewable energy adoption and cut carbon emissions.
The Brunei government has pledged to enhance renewable energy, particularly solar PV, in order to assure the growth of sustainable energy. Brunei also intended to build the Temburong Smart City, which would mostly rely on solar energy and be dubbed the "Green Jewel of Brunei."
The "Project Sustainable Integration of Natural and Renewable Energy" (Project SINAR) is set to install solar photovoltaic (PV) panels at Pulau Muara Besar (PMB) in stages, according to Hengyi
The solar energy generated through Project SINAR will not only support the energy needs of Hengyi Industries'' Petrochemical Refinery but also contribute to Brunei''s national power grid when required, enhancing energy sustainability across the nation.
The Sultanate also targets achieving at least 200 MWp of solar energy capacity by 2025. This project also supports the Brunei Climate Change Secretariat’s strategies to increase renewable energy adoption and reduce carbon emissions.
Brunei also intended to build the Temburong Smart City, which would mostly rely on solar energy and be dubbed the "Green Jewel of Brunei." However, Brunei has only put in 1.2 MW of solar as of now as a demonstration project. It's reasonable to assume that the implementation of renewable energy is still in its infancy.

The solar energy generated through Project SINAR will not only support the energy needs of Hengyi Industries’ Petrochemical Refinery but also contribute to Brunei's national power grid when required, enhancing energy sustainability across the nation. Stage 1 of Project SINAR is targeted to be fully completed at the end of April 2025.
“The solar energy generated through Project SINAR will not only support the energy needs of Hengyi Industries’ petrochemical refinery, but will also contribute to Brunei’s national power grid when required, enhancing energy sustainability across the nation,” said Qiu Jianlin.
Major active solar installations in Brunei include the country’s first, Tenaga Suria Brunei, launched in 2010 with a capacity of 1.2 MWp, and Brunei Shell Petroleum’s 3.3 MWp solar plant, launched in 2021 to supply power to its headquarters. Both plants have plans for further expansion.
