2023 ATB data for utility-scale solar photovoltaics (PV) are shown above, with a Base Year of 2021. The Base Year estimates rely on modeled capital expenditures (CAPEX) and operation and maintenance (O&M) cost estimates benchmarked with industry and historical data.
In the longer term, analysts expect the new rules to constrain PV-only deployment in California and ultimately spur the deployment of PV-plus-storage systems, which have higher upfront costs (Wood Mackenzie and SEIA 2022b). Our interviews also indicated market and policy trends affecting system costs between Q1 2022 and Q1 2023.
Therefore, the capacity of a PV system is rated either in units of MW DC via the aggregation of all modules' rated capacities or in units of MW AC via the aggregation of all inverters' rated capacities. The ratio of these two capacities is referred to as the ILR.
We infer the predominance of small-scale installers in the residential sector using data on residential system financing (Wood Mackenzie 2022b). The higher efficiency of modules assumed for Q1 2022 (CA NEM 2022) results in larger residential PV system sizes compared with systems in Q1 2021.
Both the rooftop and the ground-mounted PV systems are modeled with three-phase string inverters with an ILR of 1.23. Both use 20.3%-efficient monocrystalline silicon modules from a Tier 1 supplier (CA NEM 2022). Figure 10 is a schematic of our commercial-scale system cost model, and Table 5 details the modeled parameters in intrinsic units.
