In partnership with USAID, the U.S. Department of Energy''s National Renewable Energy Laboratory (NREL) is supporting deployment of renewable-generation-based microgrids that will enable Ukraine to increase its energy independence and resilience by integrating more renewables into its energy mix.
The nearly three-year-long Russia-Ukraine war, which has destroyed large swaths of Ukraine, has accelerated a transition to clean energy. Ukraine''s pavilion at COP29 displays a large smashed solar panel that was destroyed in an attack this year.

A transformative year for Ukraine''s energy landscape. In the context of the ongoing conflict, the energy sector has become Ukraine''s second-most critical sector, after defense. The government, together with donors and businesses, is pushing to deploy distributed generation, with a strategic focus on renewables and gas peakers.

On the morning of 26 August 2024, Russia fired more than 200 missiles and drones in one of its largest aerial attacks on Ukraine; the main targets were the country''s energy infrastructure. Around 8 million households lost power without warning; the capital, Kyiv, experienced its first unscheduled blackout since November 2022.
Despite this, nuclear, hydropower, and newly constructed renewable projects continue to provide critical electricity. International partnerships have been pivotal in rebuilding Ukraine's energy systems. Companies such as GE Vernova and Honeywell are collaborating with DTEK on wind and battery storage projects.
Ukraine’s air defences provided some protection, but the scale of the attack and the resulting disruption highlighted once again the vital strategic importance of Ukraine’s energy sector, as well as the ever-present risks to the country’s energy supply.
“The enemy continues its terror. Once again, the energy sector across Ukraine is under massive attack,” Ukrainian energy minister German Halushchenko said on his official Facebook page. The extent of the damage had yet to be clarified, he said, while urging people to remain in shelters.
Whatever the future, the decentralized nature of some clean energies, in particular wind and solar, has allowed Ukraine to quickly restore power in ways that would be impossible with Ukraine’s more traditional energy sources, such as coal-fired power plants.
Russia has launched a huge attack on Ukraine's energy infrastructure, which authorities said was the 12th large-scale attack on energy facilities this year. Ninety-three missiles and more than 200 drones were used - but 81 of the missiles were shot down, according to Ukrainian President Volodymyr Zelensky.
Despite the high investment risks, the construction of a more decentralised system has begun, increasing resilience to attack and laying the groundwork for a distinctive longer-term transition pathway. In contrast with other countries, where decentralisation has been driven by sustainability concerns, the clear driver in Ukraine is energy security.
